
Principal Hydrologist / Geomorphologist
Evan founded Fitzgerald Environmental Associates (FEA) in 2006. He is a licensed Professional Engineer (Civil, VT), a Certified Professional in Erosion and Sediment Control (CPESC), and a Certified Floodplain Manager (CFM) with 25 years of experience in applied hydrology, fluvial geomorphology, stormwater management, wetlands, and geospatial science. Evan holds a Bachelor of Science degree in Environmental Science from the University of New Hampshire, and a Master of Science degree in Aquatic Ecology and Watershed Science from the University of Vermont. As Principal of FEA, Evan has managed many large-scale watershed and river assessments and restoration design projects, including multidisciplinary teams of partnering firms. Evan has extensive experience navigating State and Federal environmental permitting on behalf of clients including VTrans, Vermont municipalities, non-profits in the restoration community, and private developers.
Sr Watershed Scientist
Joe has been with FEA since 2011. He is a Certified Floodplain Manager (CFM) with over 15 years of experience in watershed planning and the design, permitting, and implementation of stormwater treatment practices. Joe received a Bachelor of Science degree in Water Resources and a Master of Science degree in Aquatic Ecology and Watershed Science from the University of Vermont Rubenstein School of Environment and Natural Resources. His research at UVM focused on the impacts of transportation infrastructure on water quality and stormwater in the Lake Champlain Basin. Through his research and other consulting projects with FEA, Joe has managed large field data collection efforts and resulting datasets, including the construction, instrumentation, and operation of over 30 stormwater monitoring stations throughout Vermont. Joe is also well versed in GIS mapping and analysis, rainfall-runoff modeling, stormwater system design per VTANR standards, field surveys involving high-resolution GPS data collection, GIS mapping and analysis, detailed river surveys in support of river restoration projects, development of river and floodplain hydraulic models, and wetland delineation and permitting.

Sr Wetland Scientist/Environmental Engineer
Rodrigue, who joined FEA in 2019, is originally from Belgium but has lived in the US since 1995. He holds a Bachelor of Science degree in Civil Engineering from Florida International University, and Master of Science and Doctorate degrees in Environmental Engineering from Johns Hopkins University. At FEA, Rodrigue works predominantly in two cores areas: wetlands and restoration design. Rodrigue has nearly 10 years of experience surveying and assessing wetlands in New England and manages projects from field delineation to state and federal permitting for a wide-ranging client base. As an engineer, Rodrigue has completed many restoration designs including stream and wetland restorations, dam removals, culvert replacements and floodplain reconnections. On these design projects, Rodrigue is responsible for various phases of work including field data collection and topo/bathymetric surveys, mapping, drafting engineering plans, hydrological and hydraulic modeling, coordination and engagement with partners and regulators, bid service assistance and construction oversight. At FEA, Rodrigue continues to hone his skills as a wetland scientist, modeler, and engineer, and to develop new skills when the chance arises.

Watershed Scientist / GIS-CAD Specialist
Frank has been with FEA since the summer of 2020. He is a certified Lake Wise Assessor and a stormwater auditor for the Blue BTV program and is well versed in community outreach to assess residential properties for water quality. He holds a Bachelor of Science degree in Environmental Science from the University of Vermont Honors College, where his studies focused on geology, geomorphology, geospatial technologies, and the role of road erosion in phosphorus mobilization in Vermont’s waters. Through his work with several VT Regional Planning Commissions and the VT Agency of Transportation, he has gained valuable experience identifying and analyzing road improvement projects throughout the state. At FEA, Frank is responsible for planning projects (i.e. stormwater master plans, lake watershed action plans), stormwater design, hydrologic and hydraulic analysis including 1- and 2-dimensional hydraulic modeling, river and floodplain restoration designs, lake shoreline restoration designs, drafting, road erosion inventories, geomorphic assessments, and geospatial analysis.

Water Resources Engineer
Jordan has been with FEA since the spring of 2022 with six years of professional consulting experience in Vermont, working on a variety of water resources, stormwater, and utility projects. He holds Bachelor and Master of Science degrees in Civil/Environmental Engineering from the University of Vermont, and is a licensed Professional Engineer (Civil, VT) and a Certified Professional in Erosion and Sediment Control (CPESC). At FEA, Jordan focuses on a broad range of stream restoration and water quality design projects in Vermont, including dam removals, stream restorations, culvert and bridge design, and operational stormwater design. Jordan’s experience and expertise include hydrologic and hydraulic modeling and analysis, geomorphic assessments, stormwater design and permitting, AutoCAD drafting, and environmental permitting at the federal, state, and local level. Following up on FEA’s planning on scoping projects, Jordan has brought many concept designs through to final design, and permitting, as well as overseen the construction to ensure the project was built to plan.
Water Resources Designer
Abby has been with FEA since 2023. She holds a Bachelor of Science degree in Environmental Engineering (with a minor in Mathematics) from the University of Vermont, where she explored the breadth of environmental work prior to developing a strong interest in water resources. At FEA, Abby enjoys working on a range of projects including floodplain and stream restorations, culvert replacements, dam removals, and stormwater designs through all project stages from initial identification to field survey, design, and eventual construction. At FEA, she is responsible for collecting high quality topographic and bathymetric survey data, performing hydrologic and hydraulic modeling, stormwater design and permitting, state and federal permitting for water quality improvement projects, and plan development in CAD.

Staff Scientist / GIS Specialist
Jake joined FEA in 2022 as a Summer Intern, then full-time as a Staff Scientist in 2024. He holds a Bachelor of Science degree in Environmental Science from the University of Vermont Honors College. His studies focused on environmental analysis and assessment with an emphasis on geospatial technologies. At FEA, Jake works on projects including clean water project identification and prioritization, field data collection and management, and wetland delineation and permitting. He is experienced with GIS mapping and analysis, road erosion inventories, stream geomorphic assessments, stormwater master planning, culvert assessments, and hydraulic/hydrologic modeling for infrastructure improvement projects. Jake also develops scripts to automate large-scale geospatial data analysis and management.

Wetland / Watershed Scientist
Owen joined FEA in 2024 after serving nine years as a Biologist with the Washington Dept. of Fish and Wildlife. He holds a Bachelor of Science degree in Environmental Studies (with a minor in Geography) from Keene State College. At FEA, Owen is responsible for wetland delineation, permitting, and wetland restoration planning for various public and private sector clients. He is also experienced with stream geomorphic assessments, aquatic organism passage, GIS mapping and analyses, and hydrologic/hydraulic modeling in support of infrastructure improvement projects.

Staff Scientist
Laura joined FEA in 2024 as a Summer Intern and then full-time as a Staff Scientist in 2025. She holds a Bachelor of Science in Environmental Science from the University of Vermont Honors College, with a concentration in Ecological Design and minors in Geospatial Technologies and Soil Science. Her undergraduate research investigated the water quality benefits of historically farmed, restored wetlands in the Lake Champlain Basin, with a focus on how soil development influences phosphorus retention capacity. At FEA, Laura is responsible for collecting field data, identifying and prioritizing water quality improvement projects, and analyzing and mapping geospatial data. She continues to gain experience with wetland delineation, stormwater master planning, stream geomorphic assessments, road erosion inventories, and culvert assessments.

Office Manager
Lisa joined FEA in October, 2022. She holds a Bachelor of Arts in Human Services and Business Administration (with a minor in Accounting) from Trinity College of Vermont. Past honors include 12+ years of public service as a certified AEMT. At FEA, she is responsible for supporting all organizational and administrative functions including human resources, accounting and finance, proposal and permitting support, and marketing.

Team Mascot
Josie, an English cream Golden Retriever, joined FEA in 2020 as our Team Mascot and Office Dog. In between naps, she is responsible for daily pets, snuggles, and general cuteness on an as-needed basis.
