Evan P. Fitzgerald, PE, CPESC, CFM

    Principal Hydrologist / Geomorphologist

Evan founded Fitzgerald Environmental Associates (FEA) in June 2006. He is a Professional Engineer (Civil, VT, 2025), a Certified Professional in Erosion and Sediment Control (CPESC), and a Certified Floodplain Manager (CFM) with over 20 years of experience in applied hydrology, fluvial geomorphology, watershed science, stormwater management, wetlands, geospatial science, and GIS. Evan holds a Bachelor of Science degree in Environmental Science from the University of New Hampshire, and a Master of Science degree in Aquatic Ecology and Watershed Science from the University of Vermont. As Principal of FEA, Evan has managed numerous large-scale watershed and river assessment, modeling, and restoration projects, including multidisciplinary teams of partnering firms. Evan has extensive experience navigating State and Federal environmental permitting efforts on behalf of clients including VTrans, VTDEC, and non-profits in the restoration community. As FEA’s work is driven by the need for high-quality data, each of our projects involves careful attention to detail in project design, field data collection, and data management and analysis.

Rodrigue F. Spinette, PhD, EIT

              Water Resources Engineer

Jordan joined FEA in the spring of 2022 with six years of professional consulting experience in Vermont, working on a variety of water resources, stormwater, and utility projects. He holds Bachelor and Master of Science degrees in Civil/Environmental Engineering from the University of Vermont, and is a licensed Professional Engineer (Civil, VT, 2020) and a Certified Professional in Erosion and Sediment Control (CPESC).  At FEA, Jordan focuses on a broad range of stream restoration and water quality design projects in Vermont, including dam removals, stream restorations, culvert and bridge design, and operational stormwater design. Jordan’s experience and expertise include hydrologic and hydraulic modeling and analysis, geomorphic assessments, stormwater design and permitting, AutoCAD drafting, and environmental permitting at the federal, state, and local level. Following up on FEA’s planning on scoping projects, Jordan has brought many concept designs through to final design, and permitting, as well as overseen the construction to ensure the project was built to plan.
